People’s Association seeks help in managing social media platforms

The People’s Association (PA) is seeking an agency to manage social media platforms for WeCare PALs, the PA network of business and community partners that aims to build a caring and connected community in Singapore. According to Gebiz, the appointment will be for one year and the appointed agency will be responsible for conceptualizing and implementing communication and engagement activities in a timely manner. The call for tenders will close on December 13, 2021 at 4 p.m.

WeCare PALs’ social media platforms, Facebook and Telegram, target its existing partners, as well as potential new partners who want to work with PA to give back to the community. To this end, the designated agency should ensure that WeCare PAL’s Facebook and Telegram accounts complement PA’s current branding and marketing efforts, and raise awareness of network initiatives. The agency is also expected to use the platforms to share government policies.

According to the tender seen by INTERACTIVE-MARKETING, the designated agency will need to provide up to 100 media buys per year and two posts per week for WeCare PALs’ social media platforms. He will also have to deliver up to 10 videos, which do not exceed three minutes each, during the duration of his mandate. Additionally, the agency will need to engage its subscribers with a contest, giveaway, or campaign each month, with up to five winners per contest. At least five of the proposed campaigns should have onsite activations, with up to 1,000 targeted participants per activation.

Social media content should include a mix of posts that showcase successful collaborations with partners, interactive and informative posts – behind the scenes, interview clips, polls, shows and videos – and other forms of advertising content that would encourage partnership with PA and create a strong following following. The designated agency is also responsible for monitoring comments and private messages on the platforms and providing appropriate responses if necessary. This includes handling spam and abuse on the page.

At the same time, the agency will be required to provide monthly reports, which are expected to include the growth and reach of subscriber pages on WeCare PAL platforms, post engagement, benchmarking of performance by compared to similar accounts, advertising and campaign performance and key learning points, among others. The agency should also provide PA with a calendar of monthly wall posts and campaigns, including engagement posts, reviews, and post subtitles and subtitles.

Other responsibilities include managing ad spend for the WeCare PALs Facebook account, conceptualizing and adapting the design of illustrations related to social media content, and ensuring that all social media activities are aligned with the law on the protection of personal data.

Interested agencies must include a proposal in their submission, outlining how they would conduct with subscribers and grow their current subscriber base to reach at least 3,000 subscribers on Facebook and 380 subscribers on Telegram by the end of the contract period. The proposed team for the RFP should include a project manager with at least five years of management experience, social media management and social media writing skills, while the designer should have social media skills. creative design and have at least five years of design experience for social media platforms.

Agencies will be assessed based on price competitiveness, creativity and quality of the proposal to meet WeCare PAL’s requirements, and the agencies’ track record for providing similar goods and services from 2019 to 2021.
